CHPP-9 is a power plant located in the city of Angarsk, Irkutsk region. It provides process steam of various parameters, heat and electric power to the industrial sites belonging to the city's backbone facility, the Angarsk Petrochemical Company, as well as to the local population.

The construction of the CHPP at the Angarsk Oil Refinery began in July 1958. Phase I was commissioned in 1969. In the following years, the plant was developed and retrofitted to maintain high reliability and efficiency.

From 2005 up to the present day, automatic process control systems have been installed on all 11 boiler units, four heating-water converter plants and two turbine units. The turbines were also extensively upgraded, resulting in a significant increase in the capacity of both individual turbine units and the entire plant.

Since 2013, the installed capacity of CHPP-9 has increased by 30 MW, reaching an all-time high of 540 MW. This makes the plant the second largest in terms of electrical power capacity in the region, behind only CHPP-10 and the Novo-Irkutsk CHPP. However, when it comes to generating heat, CHPP-9 is the leader in the region.
